Yes, he was a little cartoon willy who popped up (!) all over the place - was on cards and mugs and t-shirts for a while during the 80s, I think. I can't remember the last time I saw him though!

Yes I remember the "Wicked Willie" cartoon books written and illustrated by Gray Jolliffe.
There was also a 1990 TV film called "Wicked Willie" about 3 boys on their way to Luck Texas to help Willie Nelson make his next movie (Making of Shoot Out of Luck.)
You can also incidentally Buy a "Wicked Willie" 2 piece ash snooker cue, although I don't think you were meaning that when you posed your question.
