IN India every activity is some how linked with the religion,that is why the beggary has also found its roots so deep in India. People think that by giving alms they are fulfilling one of their religious responsibilities towards the god and that is why the phenomena of beggary is more pronounced near the religious places whether it is mosque or temple or a church.Another reason for increae in the beggary is due to decline in emploment opportunities and ever growing population of the country.
That is why the beggary is geting encouragement in India.

In order to survive perhaps many people living in India have no choice, I don't know wether it is encouraged, but many people do things that are not encouraged

I can't say that it's encouraged, rather it is actually a must for them to survive... I don't think anyone chooses to be a beggar, they're just desperate and they're having hard lives.
