There are a few ways to access data remotely from a PC.
You could use msn messenger and use the Request Remote Assistance - this is usually used to help someone troubleshoot problems. Dell has a simmilar application on their PCs so their help desk ppl can help their customers.
You can use ftp to download and upload files to a computer. This requires an ftp server running on the remote computer. You can get it here and IT'S FREE http://sourceforge.net/project/showfiles.php?group_id=21558
and you also need an ftp client or you can use your Internet explorer by typing ftp://xxx.xxx.xxx.xxx where the x's stand for the ip address of the remote computer
Another way is to install one of those remote PC programs that are advertised on TV like gotpmypc https://www.gotomypc.com but they cost money to use

Question is unclear? How do i view some other computer using my and his/her IP address? One was would to be install RealVNC on computer A(theone you wish to view) then install VNC viewer on computer B and use computer A's IP to connect. Also you can set up a Remote Java Version by using no-ip.com if you wish to connect to the computer without having to installing anything on Computer B, Though it is not required just helpful. If you wish to do this just send me a message or try some other means such as http://logmein.com
