Have you tried Safe Mode? If yes, does it work properly? If it works properly, then you probably have too many things running, or you have some malware.

For malware problems, you want to scan with some anti-spyware programs and antivirus programs.

Too many programs.
start/run cmd /msconfig
uncheck max programs .
do a registry clean / etc with
Advanced WindowsCareV2 Personal from
http://www.iobit.com.
Check in tools memorycleaner.
