You didn't say what kind of comp you have?
Probably what you need to do is change the boot sequence in bios.
When you turn on your comp, if it's a PC, it will say something like "press del to enter BIOS" or "press F1 to enter setup". Something like that. Do that.
When you're in bios, you use your arrow keys to move around and look for a setting for boot device sequence. Remove the floppy drive from the sequence, or put it last.
I can't give specific instructions because BIOSes vary. And you didn't say what comp you have.

This is your 3.5 floppy drive might be bad. (its the small drive that takes the square disks). There are two ways of fixing this. The first is to try to get the drive to work again. The second would be to turn it off (or changing the boot sequence).. Turning it off involves changing your Bios settings. First you need to reboot and when the lights on the keyboard you will need to hit a key to enter the bios, this could be the F1 key or the Delete key or the Esc key. When rebooting as soon as the lights on the keyboard flash press each key once. You should come to a screen that you normally dont see. At the top of the screen you will see catagories. pressing the arrow keys will change from one catagory to the other. pressing the up and down arrow keys will let you go through the list of things you could change. IMPORTANT, DO NOT change anything else, changing the wrong setting could mess up your whole computer. Search around untill you find the boot sequence. (at the bottom of the screen should be instructions on how to change the setting.). Put the 3.5 floppy at the bottom of the list or to boot last, or so it dont boot at all.
Method 2. (first make sure there is not a disk in the drive) If so just take the disk out and boot problem solved... If no disk then,
Unplug your PC. take the case off, making sure you touch the metal side of the case before you stick your hand inside, (so you dont shock your circuts with static). Unplug the Grey IDE strip from the drive, (make sure you pay attention to which way is up). then press the IDE cable back into the drive, (make sure both sides are pressed all the way in. Then do the same at the connection on the mother board. Plug in your pc and boot normally. If that dident work, Unplug the pc again, Make sure your touching the case, and unplug the white connector to the drive, (useually has 4 wires). replace the side of the case and, power to the pc, and problem is solved.. if you have to do this it means that the drive is bad and will need to be replaced, (thats if you actually use it). Its not going to hurt anything not to have it, Unless you have a old pc and are still running windows 98... If you do need a new one, Try a computer repair shop instead of a retail store, as there are billions that are filling up the landfills.. and you will get one for probably 5 bucks, if not free...
If you have any questions about my instructions, please feel free to ask..

You have not said if your computer starts up at all. However I take it that the computer does start up. Next time you start up, enter setup by pressing the Del key or F10 key(depending on your machine) before it boots, and when in, change the boot priority, keeping the floppy diskette option off or last. press esc when done and when prompted, press "y". the computer should restart normally after this.

Your Floppy drive isn't registering when your computer boots up...
It's either bad or the drivers need to be reinstalled...
You can try unplugging it and rebooting, the turn off your computer, then plug it back in then reboot again...then the plug & play might find it automatically....I had to do that with my DVD drive once...
