There would be many people with messy "drawers" on that day.
There would have to have been some powerful movement to make that happen, and if it were pulled off many would be shaking in the boots.
Those who direct our foreign policy would be helpless without our troops being there to enforce their will. I think the highways out of DC would be clogged with these guys jumping ship.

They'd start drafting people again. Force them to come back. Or they'd file lawsuits, finding some reason or another to sue the crap out of them, then draft people.
