my neighbor bought a new laptop with vista pre-installed and i have a desktop with xp....we run a network cable across the yard to network and play video games normally on both our desktops...but with this new vista program we cannot

Oh, man, it's a long explanation, I don't know if I can tell you everything, but... it depends on the game and the way you have it hooked up. On vista: go to control panel > network and sharing center. make sure his account is set to private, not public (private means it's unlocked, public that it's locked). on the bottom of that screen there's a few options(you have to click on the line to get the radio buttons), make sure he has network discoverability and sharing on for that network. if you're using it directly, run the network wizard (on the left) if you have a router, make sure they're both getting an ip address. also, Vista doesn't work with IPX that i know, I tried playing starcraft and it doesn't work under standart protocol, so you have to change it, but that's mostly it, you need to bring the vista security down a notch...
for file sharing, right click "my computer", properties, then in the second tab, make sure you're in the same workgroup...

My two computers practically grabbed each other in a lover embrace, and all I did was plug them into my router and search for them. The wizzard in Vista is very simple to use. Just click it and follow the bouncing ball.
