I have been learning English for several years, but I still can not speak English very fluently. I think the main problem is that I have no a good environment or chance to speak with others. So I want to find someone who wants to learn Chinese, since I’m a Chinese speaker. Maybe we can talk through MSN, Skype, etc.

Read, Read, Read. Start with books that are on your level, and as you progress you read books on the next level, and so on.
You should also read newspapers. Look up words in the dictionary that you do not understand. I know my English has improved greatly because of this.

Also, do you have a t.v. or cable t.v.? If so, listen to various different news stations if you don't have cable. If you do have cable then FOX News is a terrific channel to listen to. This has helped me allot also.

Just realized you have a computer, click on websites of subjects that interest you and you can read those subjects.

Try purchasing a familiar book in Chinese book and a translation in English. That may help you follow along. Read your local newpaper, online if it is available. If you view it online, translate the page to Chinese and compare. You may improve your comprehension.

If you don't already own one, purchase a dictionary with both languages. Find a safe online forum that shares your interest. You'd be surprised how many resources there are on the internet.

Watch television. Listen to how the people on TV speak. Perhaps even repeat the lines that the characters or hosts speak. Listening should help you with the general flow of the language, and repeating should help with pronunciation. (Be selective in what you watch though. There are certainly people on television that you probably wouldn't want to imitate or use as examples.)

Well if there is one thing that you can do it is to practice. remember tha old cliche " PRactice makes perfect".
First try to go out,, make friends with English speaking people, read English books. Get comfortable with the language by always using it!

Why don't you try reading English books or periodicals that you enjoy out-loud.
