There are only two reason why a car won't start. No fire or no fuel. You have fire because it "sounds" like it's going to start. In addition you've recently replaced the battery and it seems to be charged based on what you say about the lights. If it's the starter it won't make much noise at all, generally just a clicking noise. So, by process of elimination, it sounds like you have a problem getting fuel. Is it old enough to have a carburetor?

Its the starter. You dont say what year your car is, but when the starter gets older eventually it will wear out. Get the starter tested.
