I make jewelry & buy a lot wholesale. This sites prices are pretty close to wholesale and they don't charge for shipping. You do not need a seller's license.
Sometimes Ebay has some good listings for silver beads. Compare prices with what you find on-line. There are lots of different sizes, types and styles. Seemless beads are the best but they cost a bit more. They look better in your finished product.
There is also a good magazine called Beadstyle that is full of ads for websites and stores. You can get one at most any craft store or bookstore.
