You'd be better of joining a critique group, either locally or online. Critique groups can offer a constructive criticism that will help you tighten your story.

If you hire someone to read/critique your story, make sure they are a reputable provider and not some "book doctor" who will rip you off.

$1-$3 a page is the most you should pay. You are only asking for a proofreader, not an editor (these are two entirely different functions. Now that would be a typed, double-spaced page (as the proofreader would need room in the margins to make corrections.

You may also think about contacting your local college and see if you can find an English student looking to make some money. At which point you can probably get a good job done for $50 or so.

Unless your friends are actually rather literate and have a professional grasp of the English language, I wouldn't depend on them to do it for you. After all, you will get what you pay for.
