Salt lowers the freezing point of water. If the temperature is just below freezing ( by a few degrees) ice with salt on it will melt. If it is very cold, salt won't help.

Because salt water doesn't freeze till about 18-20 degrees F. Water freezes at 32 degrees F. It melts it unless the weather is really cold.

yes it lowers the freezing point and also raises the boiling point but you could also put any other substance like sugar for example too to lower the freezing point and it would be the same. it is becuase there are different molecules in the way and it is harder for the molecules to take the energy out of the mixture. and the same in boiling point, the salt gets in the way of the water/ice molecules getting together to form bubbles so it takes more energy to do something.
