but i can still use them to flash. my car is a mazda 323 glxi sr fastback 1.6 (1994, pop up lights)does anyone know anything about the cause.i have new fuses on order but the old ones seem ok

replace the bulbs.........they are shot.... the high beams and low beams are different bulbs... have you ever replaced them? if not put new ones in...its not a fuse

if you get full intensity on flash but not on switched opperation. check the voltage in this mode. could the dim dip headlight resistor be the cause of this due to a switching fault? try taking it out of circuit! if your fuses were faulty you'd have no lights the're proberly link wires anyway.

sounds like maybe a relay headlights have a relay for almost every function.
