what web site do I have to go to to block somebodys e-mail from going to a different web site. she is using insightbb.com how can this be done.

As I understand , you don't want a person to post messages in insightbb.com. Even assuming you can block abcd @xyz.com
what prevents abcd registering at Yahoo Hotmail and other umpteen
email sites. If you find the messages offensive/vulgar/ personal attack etc send an email to the particular website. to block the sender.You have to repeat this, whenever the same person uses different ID's to post messages.
Waste of time. Ignore it..
You need not even open the mail/spam anybody sends you by using ePrompter from www.ePrompter.com.

Are you trying to block incoming emails from her or disable her account altogether?

If you're just trying to get rid of this person's emails to you, your own account should have the option to block the email address.

If you're trying to get her account disabled, contact the webmaster and make sure you have a damn good reason for that request.
