Depends on where you live... I'd say that if it's getting up into the 60s every day by you- it's safe to go "Spring". -But if you can't go outside without a jacket yet- hold off until April.

It is still winter. Do not put your winter close back because there will be more cool weather. Easter will be nwxt month and it always cool on Easter. Wait until Easter to start wearing spring fashions.

either:
spring-u could start some fashion statement for spring and u would be unique (i personally am already in my spring look)
or
a mix-mix spring and winter. like spring colors in winter clothes or the opposite.
