Once you decide on what you want to do then is a good idea to declare majors. The thing is that at the moment you declare you lock in your classes. That is you will have the option of following the curriculum that they at the moment you declared or choose from the new one if they change it. You cannot go backwards however. So, if you don't declare early on, and they change their curriculumn you run the risk of adding extra time to your studies.

Ideally, you should declare a major by your Junior year, although the sooner you declare, the sooner you can begin taking classes toward that major. But most students change their major at least once, so, if you're not sure, I'd just dabble a bit in a few different areas so that you can get a better idea what you like.

You can declare a major at any point in your college career. However the sooner you declare your major the sooner you will know what classes you need to take in order to graduate.

I'd say as soon as possible, since you might get scholarship money just for choosing a certain major.
When I declared my major, I got another scholarship in addition to the ones I already have. Of course, don't feel pressured to choose one if you have no idea what to do, but if you have some idea, go ahead and declare it. I imagine you could always change it later if you change your mind.

Going into your Jr. year. During your Freshman and Sophmore years of college you are doing mainly General Ed and will take generalized calsses. At the beginning of your Junior year is when you begin courses within your major. You should decide by then and stick with it to avoid having to take more courses if you decide to change your major. Taking General Ed classes during Fresh and Soph years will help you decide what subjects you might like the most.
