i think that neji would win because gaara sand has chakra all over in it. remember gaara mixes his own sand and chakra into other sand to control other sand and anything with chakra in it neji can destroy.

Neji could win under certain conditions : Gaara uses only the sand inside his gourd, the fight happens before the time skip and Gaara doesn't use Shukaku on Neji.
I also think that Neji can destroy Gaara's sand with either Juuken or Hakkeshou Kaiten, Neji's version of Absolute Defence. So, Desert Coffin or Desert Funeral couldn't possibly kill him. (Neji can release chakra from any body parts)
On offense, Neji's Byakugan enables him to see chakra points (tenketsu) and Neji could block Gaara's tenketsu or damage his internal organs if Neji's fast enough with the 64 or 128 palms technique.
On the other hand, Gaara will win if the fight is in the desert. Trap Neji in a deep sand pit and constantly crush him with Desert Funeral. Once Neji runs out of chakra, Gaara should finish Neji off with his signature Imperial Desert Funeral.

Uhm, it's kinda obvious that Gaara would win, because he has that One-Tailed Fox in him, and he has that Sand Ability. He could transform and kill Negi, strangle Neji, or choke Neji with shovin sand down his throat. Heheheh... I have weird thoughts. But, then again, Neji has the Byakugan....whatever that does.... -__-

id say it would be gaara because, gaara has the ability to manipulate
sand and suits himself well in short ranged ,mid ranged and long ranged plus his one tail beast would totally crush neji

if you will base it during their pre - teens it would be neji. but now that gaara has improved much ( hurricane chronicles) it would be pretty hard to say...
