not just jiggling the handle for immediate gratification, but forever. i'm tired of returning to the bathroom to deal with it.

You need to replace the thing inside that has the floating ball like thing or the rubber cap that blocks the whole since it either has a hole in the cap or the ball arm is bent/broken or loose. The people at a hardware store can help you and it doesn't cost too much! Good Luck. I know how you feel.

LOL! No, not really... (You did say "permanently!")

It depends on the type of toilet. Some folks have those chemical toilets - and I haven't a clue how to deal with those!

...But if yours is the normal floating ball on the end of a metal rod in the toilet tank - then CAREFULLY bend the rod so the floater ball goes down into the water a little bit. This will make the shut off cut off sooner and stop running. Test by flushing, and bend a tiny bit more if it still is happening until you get the correct angle.

WARNING old rods that you force too hard - break... so be careful.

If this doesn't do it, call your local hardware store and tell them what you're dealing with. I've had bad flapper valves need replacing, or those acidic tank tablets block the valve... etc.
The guys at the Hardware store always helped me.

(Note: If you use a tank cleaning tablet - don't go in the water without protective rubber gloves.)

look in the tank. There is a black rubber flapper. This is not seating properly. Sometimes it breaks from soaking in the water. Try moving it around a little bit. If that doesn't work then you need to buy a new one. They aren't hard at all to replace. I let my grandkids do it. ages 9 and 6. It takes no time at all. You simply take out the old one and slide the new one down the pipe. Oh. you have to remove the clamp at the top of the pipe but it is only stuck on there with a little clip type thing. Nothing more than a glorified paper clip. Takes longer to go get it. good luck.
If you are afraid that you will get the wrong thing then shut the water off under the toilet and remove the piece and bring it with you.

When you said to jiggle, the first though would be a faulty flapper. But then you stated that you have to make several trips to stop the running toilet, which may mean a leak in the tank. I would replace both the flapper and rubber seal below the flush valve.

go to the hardware store and buy the internal parts to the toilet, turn off the water supply on those tubes behind the toilet, then flush to drain the tank. then look at the instructions in the new parts and start by doing it in reverse to remove the old parts, then put the new ones back in following the instructions, you might also before you try this, look to see if the chain is getting tangled up, if thats whats going on thats keeping the flapper valve from seating and all you need to do is adjust the chain length.

it is time to replace the flapper, it is simple and inexpensive, it is at the bottom of the toilet tank, remove the tank lid and look in the center of the tank and check to see that the water isn't running over into the fill pipe, the tall pipe in the center, if it is adjust the float level,if not look at the flapper , there are different types, then go to Home Depot and match it up ,the instructions will make it an easy job

Look behind the toilet next to the wall...there should be a cutoff knob for the water there...turn it off. That's the only way to permanently stop the water from running. Works like a charm, but is a bit inconvenient to turn it off and on each time you use the loo.

Fix it or turn the water off until u get it fixed....On the bottim if the toliet there are two knobs u have to turn both of them off....
