My sister horse collasped. Called the vet and she told her to go online. That there is testing you can do through mail with hair samples for horses. Vet said it sounded like seizures. Does anyone know where she can look online for somewhere that does this testing?

hair testing for seizures??? Call another vet. That does not sound right. Seizures should be treated immediately. (seizuring are when the muscles shake uncontrollably, and the horse can not stand). I do not see how a DNA sample (which is what they get from the hair) could help in this situation.
Usually blood work is done to see if that can show up any problems.
A DNA sample would just show genetic problems, unless he means that it may have HYPP. Check out this link, it tells you more about it, and also has kits ($40)

The dna testing might be to determine if the horse has hypp, a nuerological (sp) disease found in horses originating from the famous Quarter Horse stallion, Impressive. This disease is tested for by dna testing. There are several websites you can surf for more information regarding this disease. Here is one of hundreds: http://www.vgl.ucdavis.edu/~lvmillon/hypp/hypp_facts.html

I know the American Quarter Horse Association has dna kits available on line. Not sure if you have to use them on Quarters only or if they will test other breeds. Check out their website.

Think I would be a little leary of a vet that won't come out and at least look at the horse.

Is this some thing that has happened before? If not there is a good chance that the horse was over cinched. I have had this happen once. If the girth is in the wrong place it can cause the horses air to get cut off and they pass out. Well hope this helps
