they walk or talk funny, their eyes are watery or red or they start to dose off if they're left alone for a while.

Glassy eyes can help to tell if someone is drunk. Just follow the way they act, if they walk straight, act silly, or giggle a lot it could mean that they are. If they are doing things they normally would not do, I would think they took or drank something.

i can tell if someones drunk just by looking at thre face also people that are my freinds i don't really have to look at them i know there drunk because of there behavior . Just any person on the street if i was to suspect three drunk i look at face.

Yes all to well. Have had many heavy drinkers in my life and eventually you can spot it from a far.
Slir their words, perhaps act out of their normal form. Slower demeanour. Sometimes laughing or rude behaviour.

It's very much like being sort of stupid except they tell you how much they love you and bump into stuff a lot.

How well do you know the person-----if real well you may see a higher pitch in voice------perhaps a little louder-----often more talkative---sometime rambling----more aggressive-----deadened inhibitions. Might be less or even more agreeable than usual.
may display emotional changes-----merriment---anger----rage-----laughter or even lamenting at times.
