Well, the non-skank rule that I've been told is that if you are showing your legs, cover your midriff, and vice versa. So just wear something like a t-shirt or tank top.

it depends on the style of the shorts. If they are tighter, where a lose fit shirt, like a cute baby tee that fits comfortably but not too tight. If they are short shorts that fit perfectly or and are not really tight, where I cute tank or a tee that fits your body style.

i would look at the new seventeen magazine because they have a lot of ideas for outfits with "dolphin shorts" that r REALLY short, so check that out asap. :)

you should only highlight one area at a time or you'll look like your exposing too much: a pretty blouse in your favorite color would be cute
