A makes the most sense.
I say that because I can see how it would make all of the rest: B of course you need centers to trade farming goods. C because you need fewer people to do the farming. And D because with fewer people being able to work on the farms (less need), there was less work and so more need to live and work in the cities. A is the only exception because there were actually less incentives to work on the farm.

I say D. Agriculture did not create the need for cities. What it did do was make it possible for cities to develop. Poeple could depend on the surplus of farmers and specialize in other things such as pottery making.
