Any tulips will grow indoors with a window for sun and normal watering. Right now a lot of stores have already started bulbs that are nearly ready to bloom (I know Target does) and others have the 'dried' bulbs that you can plant yourself and those will take a few weeks to sprout and bud.

I'm afraid it's just about the wrong time of year if you are in the northern Hemisphere. I know there are no tulip bulbs for sale around my area anymore.

In general, you buy the tulips in the autumn. You plant them in a pot and store them in a cold place (but don't let them freeze!). They need so many weeks of cold before they are convinced they've passed a winter, and they will bloom. Some bulbs are already pre-chilled though.

You can start them in a vase of water (just make sure the bottom of the bulb touches the water, but isn't drowning in it). Or you can put them in pots. A few weeks before you want them, bring them indoors or start them in the water. How many weeks depends on the variety of the tulip. Some are faster than others. Water lovingly (but not too much) and wait patiently.

You can force bulbs indoors. The person who posted saying they need a cold period is correct. You can fake this cold period by putting the bulbs in the refrigerator. You will need to put the bulb in a shallow dish and cover the root with water. Most bulbs need at least 8-10 weeks of cold before you can force them. Tulips need about 12-14 weeks.

Yes! In fact I've occasionally seen Costco selling glass vases with tulips in place in water ready to sprout hydroponically!
