I bid on an item on ebay but lost. then i was offered a second chance but i don't know if it is a scam. the seller wants me to pay by money tranfer. He is in Europe

NEVER, EVER, EVER send money via WESTERN UNION!
it is ALWAYS a SCAM. you WILL lose your money.
on EVERY auction ebay tells you not to do this!
BTW, the SECOND CHANCE OFFER you received is a FAKE!
the real seller did not send that to you. it was the SCAMMER!
in fact the REAL seller most likely had his account HIJACKED and doesn't even know that the item is listed on his account!
you need to REPORT that email to ebay.
do it now!
