Doesn't Konohamaru's friend look like Kabuto?

i mean without the water boogers and the hair color
with his glasses he looks like Kabuto

He might be Kabuto's kid brother who is actually a spy for Orochimaru. His mision is to get close to Konohamaru so that he could easiy influence him when he becomes the 7th Hokage.
