A large portion of graffiti these days is simply "tagging" which is vandalism in an anonymous form. It's no different than scrawling your name across someone's property. That is not art. Other graffiti in the form of messages such as , "John loves Jane" or words written in bubble letters, is not art.

Graffiti which is a CREATIVE expression, is a form of art. Just like art, not all of it is good or pleasant to look at, but some of it is remarkable. That doesn't make it right... there are canvases, for painting, and paper for drawing. Behind this behaviour, is generally a desire to have your art publicly viewed, which involves personal ego.

All that being said, SOME graffiti is art and some graffiti is pure vandalism. (though, technically, any graffiti done without authorization, is vandalism, but can simultaneously be considered art.)

It's art, if it's done on a surface intended for graffiti. If it's on public or private property, it's vandalism. Just like oil painting is art but if you oil paint somebody's BMW it's a crime.

Both.
Graffiti is definitely and art, but the art can be irrational vandalism.
I believe that the Government will need to provide better places of public expression.

For me, it's art. On my property/items it's vandalism.
