Learn some HTML, get a webhost ( I recommend POWWEB) and you can install a thing that will make the actual webpage making easy. It actually depends on what you want to do.

I used Sitebuilder from Yahoo. I am not that knowledgeable when it comes to the computer. It was very easy and I had no problems with it
