He removes the skull cap the way he would remove the back of of a watch to try and fix it or in this case that the person's power from them. It is a lille less demanding special effects wise than what they did in the show Highlander.

From what I gather, I think he's actually incorporating parts of their brains into his own. That's just my elaboration from the whole clock think & being able to make parts work together.

I think that for him to absord their power he has to eat their brains or something disgusting like this! Why else would he chop off the top of their heads?

So he can get to their brains and see where their power is coming from and somehow incorporate it into his own. We don't know how he actually does that...

Well, for one thing, after he does it, he takes their power and it kills them. His whole gig is to have everyone's power and be the only one. That's why he's looking for them all. To steal their powers and kill them.
