That is an upper level dressage movement. It takes years of build up training to do one correctly. Not every horse can master it.
First you have to be able to do a walk pirouette without your horse rushing or falling in.
Your horse also has to be seated way back on their haunches, uphill, and correctly using their back.
You need to have mastered a very uphill and collected canter.
Your horse also needs to be able to do 5 and 10 m circles.
If all those conditions are met, you just need to half halt your outside rein and move them over with your outside leg, while holding the inside. If they are truly balanced, it should be a slow, rhythmic movement. Just start with a quarter turn, and gradually move up to a full circle.
Right now, I can get my mare to do a crappy one, and probably everyone could on their horse. She can do the spin, but is not far enough on her haunches, and loses her balance and goes too fast. We are only training second level now though, so I do not expect her to do it.
