Yup, I think so. I think it's a fanart of Hisagi Shuuhei, a 9th Division Vice-Captain from the anime, Bleach. He has that same number 85 on his right cheek too. I pretty much guess it's him. If you wanna check it out for yourself, click this link:

It's most likely an anime fanart I suggest you try and ask the person who uploaded the picture or where you got the picture.

Yesh, it looks like fanart. You should just look at the description (if any), or email/ask the person who posted this picture.
