well salt(NaCl) is not soluble because Na+ is soluble and so is Cl- so it doesnt make it soluble. Citric acid is soluble but since its mixed with hydrogen to form HC2H3O2 then it becomes stable and it wont be as soluble.
Sugar is just carbon, hydrogen, oxygen and other elements combined so its not very soluble.

I would have to say that the citric acid is the most soluble because it is somewhat soluble and the other ones are not as much. Hope it helps

You can dissolve much more sugar in water than salt or citric acid.

salt because it is an ionic compound and will just fall apart in water -- the other two are covalent and will dissolve but will only become diluted, they will not break apart into components.
