She doesn't understand the concept that the half-note receives the beat.

so if it is 4/2 timing i think wudnt it be 4 beats to each measure...oh...um...tell her that 2 quater notes make one half note and 2 half notes make one whole note...if she doesnt understand that then...break down all the notes like one whole note makes 2 half notes and 2 half notes make 4 quarter notes and 4 quarter notes make 8 1/2 notes and so on to the 16th and yeah

Have you taught her cut time yet? They are very similar. Have her read it like regular 4/4 time (except with 8 beats per measure), then start only tapping your foot on beats 1 and 3 (of the 8/4 time). Speed it up until she knows it well enough to change the beat to half notes. This is not as complicated to teach as 6/8. Just keep trying. Hope this helps! :)
