Alcohol may work for you or a little nail polish remover. TEST AN AREA FIRST before you use the nail polish remover. Also, you can try 409 or other home cleaners like Windex. Lamp oil will also loosen rubber residue. Just don't use an abrasive based cleaner (one that feels gritty) If you do have some slight scratches left, go to your parts store and get a small container of polish or light buffing compound. Use a soft rag, in circular motions, and buff the blemish until it's gone. Just take care to not go through the clearcoat. If you start to, you'll begin to see the color of your bumper on your rag. Stop there!

Yes there are a ton of cleaners at local parts stores that can fix your problem. When you go in just tell them that you need to remove tire marks and they should be able to help you. I would use a paint cleaner like meguirs it says step 1 on the bottle. It work good for minor things like this.

You may be able to get some kind of alcohol based solvent to get it off. I'm not sure if that's exactly what it is but we used to use some stuff that was like alcohol at the dealership to get stuff like that off of a car. Go into autozone or a parts store and look for a bottle of some kind of cleaner and try it out. Actually a piece of wet clay! Try that also. We used to use clay on all kinds of stuff that was hard to get off.

Country Boy has it right, only with the WD-40,use a plastic scrub pad or one of those shower sponges,just make sure no metal,just plastic

If WD- 40 will not work, (I'm betting it will) any light rubbing compound will work. Mother's pre-cleaner will not damage the paint at all.
