"When in doubt and there's no time, pick C."
That's totally wrong. There is absolutely no greater chance in choosing C over any other letter. Remember, a computer mixed up the answers.
But basically the only way is to keep taking the test over and over until you have it down. Don't bother improving your reading skills, because if you didn't learn something over the last few years, there's no chance you'll learn it in 2 months.
"Read as much as you can, and work on reading fast"
Yes, you should read a lot. I did as an elementary school, junior high, and underclassman in high school. But starting now isn't going to help your ACT score. It will, however, help you in the future.
"Often, the obvious answer is the right one."

Read as much as you can, and work on reading fast. Practice tests do help if you are dedicated, but plain old reading helps the most. Also, don't look to far into the questions; I for one always tried to make them more complicated than they really were. Often, the obvious answer is the right one.

--Read the question first. It sound cliche, but it's true. After that underline the passages that seem to correspond with the questions.
--Answer the easiest questions first. Always divide the time wisely--wear a watch. Give yourself x amount of time per question, giving you the ability to take more time on some questions.
--When in doubt and there's no time, pick C.

I would suggest that you read. Read books that are interesting, written by authors with large vocabularies and who write in complex sentences.
With that practice your score will improve. It is just like succeeding in Worlds of War Craft. PRACTICE

Read a book or story and have someone quiz you about the action, plot, and the characters. Don't move on to another book until you can answer all the questions about the first one.

Usually just taking the test more than once will increase your score whether you study or not.
