Try a few gardening stores, actually--they sell praying mantis egg cases because they eat aphids when they're babies. You can put the egg case in about a 3 gallon container and wait for them to hatch, then feed them baby crickets. A few hundred cute babies should come out of the egg sac, but many of them will eat eachother when they're young. But that's just a natural part of life's sense of humor.

You can get mantis egg sacks (ootheca's) from some plant supply stores. But, there's like 100 eggs in an egg sack so don't get one until spring time so you can let the rest go. I've tried keeping preying mantises before. They just freak out and hang from the top and never eat and I have to let them go again.

Wait until late summer and find them outside, or do a google search for exotic insect & arachnid suppliers. Get them young enough and supply a variety of food (not just crickets...that's like eating only potatoes), they can make great pets!

I grew up in the middle of a city, I came across 3 from 1st grade to 7th grade, so I'd call them rather rare there...

Well, typically they hang out in grass. But I think if you go to an animal store, they'll point you in the right direction.
