They use concrete bonding agents. It helps bond new concrete to old and can be a sealer for concrete floors.

Actually the glue that is added to cement looks alot like Elmers Glue, but it behaves quite different. The glue that is added to concrete reacts with the cement chemicals and increases its ability to adhere to other surfaces. It also has the ability to increase the tensile strength and chemical resistance of the concrete surfaces (providing the right type of additives are in the glue)

it is called latex( bonding agent) or the term moose milk not elmers white glue
