I think you need to get to know someone well enough to be comfortable talking to them before you decide that you love them.

Don' tell him you love him yet , begin with " I like you very much " other wise you will scare him away , and also use the sentence
" I love you " sparingly and save it for an important situation , because there is no higher word to express such an emotion , use it when the other person is worth the honor for such a word .
