OK...I had a failing PSU...so I replaced it. I had to mount it ontop of the case cause I am stubborn and won't let sony win...not relative...but my point stated. Anyways, I plugged it all in, turned on the power...and it had the loading light solid red like it was on and thinking...but nothing happened. Then, I pressed power button to turn it off...but it turned on like normal. It started loading and something popped up stating "abnormal CPU fan speed" or something like that, so I went into the bios, it seemed normal...and the computer doesn't sound weird or anything. It also gave me a permission to proceed if I wanted...so I did. Everything has loaded...and nothing is going weird. But...is it safe? Or...am I ruining the cpu or fan letting it run like it is now? Actually...I just listened to it...and it does sound like its constantly running heavy...does that matter?

Abnormal cpu fan speed has nothing to do with your PSU. Abnormal cpu fan speed address the rpm of the cpu fan only. However, I find that it is a bios issue. You need to visit the manufacturer of your motherboard website and download the patch for that problem. Nothing is wrong with the cpu fan and your motherboard is in no danger. It is a misreading by the bios system and a patch need to be applied to fix that.

You need a new bios update.
