If their wireless is open, you should be able to just connect to it using your wireless card software. Depending on your location though, this can be illegal without permission.
If it is not open, then like other posts have said, you could ask your neighbor to share it. Or you could stroll down a less legitimate way and use a few utilities to gain access. Depending on where you live (i.e. country) this could be illegal. Check the source list for a starting point if you want this route.
If the problem you are having is using your software to connect to the wireless network (i.e. you don't know how to use your wireless card software) then to answer your question you would need to provide:
Operating System
Wireless Card Make/Model
Most operating systems offer a built in wireless manager, but each OS's implementation is different. Also each wireless card manufacturer will offer their own software with its own implementation so exact details on how to use it depend on the needed information listed above.
Also note, hopping on someones wireless network does not guarantee they can identify you or your location. What you do on it will determine what information they can figure out about you. If you browse unencrypted sites, anyone on the wireless network can view all data you transmit. Try using ethereal sometime to see just how much information is visible.

I believe you simply turn on your computer with it's wireless card and try to access the Internet. If there is someone in the area that you can piggyback off of, it will simply let you sign on. If there isn't, then you won't be able to.

well u can do it on a laptop
and what you do is on the bottom right corner of the screen next to the clock there a button that has 2computers on it and that the network button
double click on it
and it asks u to choose a network
sometimes ur neighbors lock theirs (like i do cuz ppl like u lol) and u need a password to get it
other ppl dont so u can get it in by clicking connect

Only use it for small periods of time, preferably with their consent, and only if there is no login. You look for networks with a connection manager then connect, you click 1 icon in xp that is in your tray.
edit: if you login w/ a password... you may be in legal trouble if no consent is obtained, or if it's a network security check.

That's illegal dude, and if your neighbor catches you doing it and there are very easy ways for him to find out. He can call the cops and you'll go to jail.

Do they like you? If they do, tell them you want to share their internet, and offer them money.
Other than that, unless they will share by unlocking it, you really can't.
