If anyone is aware of addictions.. please take the time to read on... for drug addicts their are rehabs to detox and work on becoming a better person in their journey of their recovery... but here's the question.. for offenders that have an addiction there isn't any safe place for them if they are at risk of offending/relapsing... Is there anything I can do to bring that to the attention of the state represenitives... as far as petitions or something of that matter goes? ... If so what can I do to help get something like this started?

Yes you can.
BUT here's the problem, what you're basically describing is a campaign PR disaster. Think about all the commercials you see during election time, they're always (He/She's soft on crime (Negative), or I am tough on crime! (positive) So even if this is a viable option to help offenders from stop being repeat offenders you would have to state it in a way that wouldn't make them look like they were weak on crime or come election time, that rep is out & you gotta battle with a whole another person.

media,ofcourse,media can defenitely open up conversations about your idea. perhaps if you know a columnist or a writer,perhaps you could discuss this to create an issue,so everyone might have a contribution to your idea.
