I would suggest upper Queen Anne, Fremont, Belltown, university district, and/or Capitol Hill. Those places are great for anyone ages 18-30. Safe (to the extent of downtown seattle), nice areas, with neccessities close by (groceries store etc.), but also entertainment and nightlife within good walking distance.

There is nothing reasonably priced in Seattle :) West Seattle/Alki is a cool place, or one of my favorites is Freemont.

Magnolia is your best bet - too much trash in the other places.
