In topics like the two that you mention, most authors have written about what happened and/or how or when it happened. Yet, very few if any at all have written about the “Why” it happened. The same philosophy has been followed with the calamity of 9/11.
In other words:
1. The Mafia did this and that at such and such a date/time and this and that was killed by such and such a method, etc, etc, etc. No one mentions the “WHY” mafia was formed and “WHY” it did whatever it did.
2. Also, the holocaust happened in such and such a country, at such and such location, on such and such a time and so many innocent people were killed for no fault of their own. However, No one talks about and/or explains the real reason of “WHY” Hitler committed these kinds of atrocities against innocent adults and little children and let the responsible instigators escape to Britain and to the United States to be protected and to cover their fat butts at the expense of innocent people’s lives. And we are not talking here just only about Jews.
I hope you would research the “WHY” of either topic you chose.

I have to write a 6-8 page paper on any topic and I chose the Holocaust. There are so many different things you can cover on it such as: Why did the Americans take so long to help the Jews? What went on in the concentration camps? What was going on in Europe and America at the time? Why weren't the Jews liked and why were the exterminated? Why didn't they rebel? Etc..
The Mafia I think is harder to cover because of the fact that it's so broad (like you said) and because there are so many points that you can cover that might stray you away from your thesis.

I had to write a paper on the Holocaust when I was in high school and I chose the Nuremburg Trials...you can probably start the paper by saying who the people on trial are and what crime they committed and against who and what went on during the trial and the outcome of the trials. If you go into detail you might be able to stretch it out to a double spaced 10 page paper.

If you want to talk about the Holocaust, talk about Anne Frank. There is enough interesting information about her to cover 10-12 pages. And Anne Frank's diary is a MAJOR source of the cruetly of the Nazi's on Jewish people. Also Anne Frank is admired and regonized by many teacher so your teacher will love it. Good luck!
