I just read one of my friends suspense stories and I REALLY REALLY want to help her get it published. How much does it cost? And if you can do it on your own, how do you get the software? Help me! THANKS! : - )

As the above posters have already said, you cannot publish her work, only she can. But here are some suggestions for her to take.
First of all, I’ll hope at this time that she has edited and re-edited the story to her approval, all novels and writers have to go through the gruelling process of editing. Once she has done her own editing, it's time to find a proper editor, and good one at that. When you're looking for one try to remember that you never pay for them until you're published, if it's otherwise you can bet it's a false offer. Try searching online for a suitable editor.
Now that the editing phase is complete the hard bit is over, well, sort of.
Now, another thing that will really help, but is optional, is a Literary Agent, these are your spokesmen, your personal advertiser. Their job is to sell your novel, to get it and you out into the writer’s world, that is, after all, their aim. You will tell them who you want as your publisher and they will sell you to them. And another good thing is that they don't cost until you are actually published.
After this you have to find your actual publisher, this is the final stage. I suggest you try companies that a well-known first, aim for someone like Random House. Once you send your manuscript, you play the waiting game. Don't expect a reply too soon, it will take over three months for them to either accept or reject. If you don’t get the Publisher you want, try different ones, but don’t send the manuscript to too many at a time.

YOU are not the copyright holder, therefore you cannot publish it or submit it for publication.

Your friend, however, can get a copy of Writer's Digest, The Writer, Poets & Writers, or similar books and find thousands of markets.

Publishing should NEVER cost the writer money. Money flows to the writer. Not the other way around.

Take a look at lulu.com if you want to do it on your own.
You'll need to edit it, format and lay it out on your own and it'll probably cost about $5 a copy depending on the number of pages.
