"with all the teachers" is in inside the commas because its like an extra detail of the sentence. the sentence works with and without that part so its considered an extra bit of info. also there is only one principal so it is "is" instead of "are." are is used when the subject is plural. if it had read "the principals" then "are" would have been correct.

It should read: "The principal, with all the teachers, is present." Principal is the subject, therefore you would not say, "The principal are present." I believe that "with all the teachers" is a prepositional phrase, describing who is with the principal.
Also, the word "error" is spelled incorrectly.
