D to be correct you would have to say " The decision to move to a small town life was finally settled by Mavis

D is traditionally incorrect. BUT...it is an abstract opinion. That means that Mavis' opinion of small-town life was that it was settled by comparison to some other standard regarded by Mavis. Arguable, but D is not quite right.
