I go into a panic and drive in circles in the middle of the intersection because the traffic light controlled my life and if it were broken.....

Definitely not 911, unless it just caused an accident and there are possible injuries. It should be reported right away to the local law enforcement or officials. There is probably a special number you can dial from your cell phone that puts your in touch with the police. I hope you find out what that number is and program it in your phone. It could be a life saver.

A traffic light is not brought forth from earth. It has no significance. It is as the whistling of the wind through a leafless tree in the winter. It causes a momentary disturbance but no lasting effect.

Weather I'm driving or walking I wait until it's safe and then I cross - I don't call the Police - they have monitors that tell them when a light is not functioning

Make a right turn if you are driving same applies when walking. Then make a u turn around. Next call traffic dept and have it corrected.

And treat the intersection as a 4-way stop!

this has happened recently in our area due to ice storms. Most of the normal drivers took turns as tho we were at stop signs.........except for the old lady who paid no attention at all and totaled my car.
Luckily no one was hurt.
Best to just call the local police dept.and let them handle it
