Check your router manual to see if it's a wired or wireless router. If it's a wired router you need to get an ethernet cable to connect your sister laptop to the Lan port on the router. If it's a wireless router (usually it will have antennas), you can run Vista Network connection to set up the wireless. You don't need a wireless card since the majority of laptops nowadays already has one. Window Vista will walk you through the installation or you can run Network Magic to setup your wireless connection. It's easier to use than Vista.

Yes, you need a wireless card for the laptop. Some laptops come with them built "inside" the computer. If not, then you will need to buy one separately.
Also, you will need to make sure your router is a wireless router as well, and if not, you will need to get one. Most wireless routers also support wired network connections, but the reverse is not necessarily true.
Of course, if you get a wireless card but don't have a wireless router, you will still be able to use your laptop wirelessly wherever there is a wireless signal, for example, in certain coffee shops or airports, etc.

The first thing you should check is
1. Does the router has a wireless function? or built in wireless?
2. Does the laptop has a wireless function? or wireless card?
If "yes" you should configure your router using its own built in Web server, You can see it with Internet browser software.
Just type in the IP address of the router and a window appears with username and password prompted.
Usually the default Ip address of the Dlink Router is 192.168.0.1
and the username and password is admin and leave the password field empty.

If it is a consumer one it is like a switch so you just need an ethernet cable, otherwise you need a switch, ethernet cable(regular), and some other cable to connect the switch to router.
