i have heard some people say that blue-eyed people should use brown mascara instead of black because it brings out the color. is this true?

It is true that, generally, brown liner and mascara will bring out your blue eyes better. However, it does depend on the shade of blue you've got. I have grey/blue eyes and either color works for me, with brown looking more casual and pretty, while black looks more glam.
Generally if you've got a really bright blue, stick to brown (some brands even make black/brown blends that I think look great). But if you're greyer or more pale, either color can work depending on the look you're trying to achieve.
FYI if you do choose to use both, when applying brown go ahead and use as much as you need, but when applying black try to keep it to a minimum. Brown's more of an accent whereas black will take over if you're not careful.

I have brown eyes and blue shadow really brings mine out, so with the shadow... it does work. With mascara, I tried the blue and you really couldn't tell it was blue at all. I've used brown too and I found it wasn't half as thick as the black and my lashes looked thin. But I guess that depends on what brand you use.
As far as black mascara, you can't really go wrong with it. It works for everyone! :) I say try some brown shadows...I bet your eyes will pop! :)

For mascara, I use all colors (i have blue eyes) and for eyeliner I find the brown does look the best...I have use blue and green before too...the right shade looks great.

Yeah totally. I have brown eyes and I wear blue mascara. Blue eyes and black mascara would look really beautiful, Brown is OKAY but black would look stunning with aquaish eyes. Green would go with brown. But either one is okay I just think black would make your eyes stand out..

I have blue eyes and I always wear brown eyeliner with black mascara. I love it. I tried brown mascara, but it didn't work for me. I love brown eyeliner, espresso's and mocha's.

i have blue eyes and i used to wear brown eyeliner because it was subtle but nice but now i wear black because it makes my eyes stand out even more. depends what kind of look you're going 4.

dont know if it is true, but I have blue eyes and I use black the most. For eyeliner I also use silver, baby blue, and pink-but black the most.

To me the color that would do best is a brown!
