im going crazy. nothing works on that account yet all my files are there, unbacked, and inaccessable. help? any way i can make another administrators account to try and fix it? because the control panel and everything related to the taskbar, or just the computer in general is not responding in that account. and only that account.

Since you can't do anything on that account, log into that account after rebooting into Safe mode and then run msconfig to see what gets run at startup. Remove all unnecessary things and then add them back in one by one to figure out what is malfunctioning.

There is no reason for the Control Panel and Taskbar to suddenly stop working unless there is a virus (or viruses) running on your computer. If the CPU is constantly at 100%, it means that there are many different programs running in the background that are taxing it. Does CTRL+ALT+DEL still work? If so you can end the programs under processes (Remember to end only the ones with either "Administrator" or your name under User Name).
However, if CTRL+ALT+DEL does not work, and you can not run any anti-virus or anti-spyware programs (some file sharing programs such as Limewire, have been known to infect your PC with spyware badly and cause symptoms very similar to the ones your PC is having), then I am very sorry to say that there probably is no hope left and Windows will have to be reinstalled.

To my knowledge there is no other way to add a users account without going through Control Panel, but even if there was, it probably would do no good if the system files are corrupted.

If the cpu is at 100% on boot-up you obviously have a virus that has hijacked the system and is executing several treads overloading your computer. You cannot create a second admisistrator account except you have admin. priviledges.
You can probably install some antivirus software on the available user account and scan the C: drive from there. Once you have quarantine any viruses you should be able to gain normal access using your admin. password.

next option is to dictch the opreating system and to a fresh install. However, you will kiss most of your data good bye.

Have you used most of the memory? If so, thatd be it. Try and get and get rid of some old programs then defrag it. Should work like new.
