The Speaker of the House is in charge of the everyday affairs of the House of Legislation. He presides on critical issues regarding the making of laws especially in the sessions of the Congress.

Your best bet is to get a copy of "Robert's Rules of order" as the speaker is considered the chair. He is the person resposible for allocation of time to each party and to ensure they only use their alloted time. Beyond that, the "Speaker" has little control on the floor of the house. Behind the scenes is a different story as the "speaker" is a very powerful position. And in that reguard, they can direct the power and direction of their respective party
